For more than three decades, I’ve dedicated my career to advancing workplace safety, environmental health, and occupational hygiene. As both a Certified Industrial Hygienist (CIH) and Certified Safety Professional (CSP). My work has spanned industrial operations, corporate safety management, regulatory enforcement, indoor air quality, and electromagnetic field (EMF) investigations.

From Science and Research to OSHA Enforcement

My professional foundation was built on science. After completing a Bachelor of Science at the University of Michigan (Biology, Chemistry minor) in 1978 and a Master of Science in Occupational and Environmental Health at Wayne State University in 1982, I began in medical research at both universities. Those early years sharpened my skills in research methods, data analysis, and applied health sciences.

Stuart Bagley is a Certified EMF consultant for safety, health, and regulatory compliance.

From there, I moved into the regulatory world, serving as a Compliance Safety and Health Officer for the U.S. Department of Labor (OSHA). This experience gave me deep insight into workplace hazards, enforcement protocols, and the importance of aligning industry operations with federal safety standards.

Corporate Leadership in Environmental, Health & Safety

I later transitioned into corporate leadership roles, where I managed large-scale EHS programs for:
General Electric Power Generation
General Dynamics
– Tenneco Packaging

In these positions, I developed and implemented national safety programs. I led compliance audits and built occupational health strategies. I also partnered with operations to improve both safety culture and regulatory compliance. These roles taught me how to balance technical expertise with real-world business priorities.

Building IAQ-EMF Consulting Inc.

For over 25 years, I’ve led IAQ-EMF Consulting Inc., providing clients across the U.S. and Canada with solutions in:- Industrial hygiene evaluations (noise, VOCs, particulates, metals, and chemical exposure):

  • Indoor air quality diagnostics (ventilation, microbial contamination, occupant complaints)
  • Mold and asbestos investigations
  • EMF/EMI testing and risk assessment
  • Litigation support and expert witness services for attorneys, insurers, and corporations

I’ve conducted thousands of assessments in schools, hospitals, industrial facilities, offices, and residences, helping clients identify hazards, interpret scientific data, and implement practical corrective actions.

Professional Leadership and Contributions

As a member of the AIHA Non-Ionizing Radiation Committee, I have contributed to national discussions on EMF safety standards. Beyond EMF, I’ve presented on topics ranging from indoor air quality and occupational exposures to safety management strategies for complex industries.

I remain an active member of:
American Industrial Hygiene Association (AIHA)
Board for Global EHS Credentialing
Board of Certified Safety Professionalsl

Looking Ahead

My professional journey reflects a broad and balanced career in occupational and environmental health. It spans regulatory enforcement and corporate program management, as well as technical consulting and legal expert witness services.

Whether assessing EMF fields, investigating indoor air quality complaints, managing chemical exposures, or supporting litigation, my commitment remains the same. I aim to apply sound science, safeguard workers, and create healthier environments.
